Advisory Boards

What is an Advisory Board/Committee?

An advisory board or committee is created by ordinance, resolution, Florida statute, or motion approved by the City Commission.  Board members provide advice and recommendations to the City Commission on diverse matters of public concern. Advisory board members are appointed by the City Commission and serve at their pleasure.  The City Commission also appoints citizens to quasi-judicial boards such as the City’s Planning and Zoning Board.  A quasi-judicial board performs functions in a manner similar to courts. 

Requirements for Board/Committee Members

• Have expertise necessary to accomplish the board’s objectives.

• Have a reputation for integrity and community service.

• Have an interest or experience in the board’s area of service.

• Have a current application on file with the City Clerk’s Office.

• Be a resident of the City or have a business in the City, depending on the board.

Financial Disclosure

Some board members are required by law to file annual financial disclosure forms (Section 112.3145, Florida Statutes).  If appointed to one of these boards, you must file a Form 1 Statement of Financial Interest with the Palm Beach County Supervisor of Elections within 30 days of your appointment.  When you resign or no longer serve on a board, a final financial disclosure statement (Form 1F) must be filed within 60 days of leaving.  Staff in the City Clerk’s Office can help you obtain these forms, or you can obtain them from the Florida Commission on Ethics website, www.ethics.state.fl.us.  Boards which require financial disclosure are: Board of Trustees Employees’ Retirement System, Board of Trustees Firefighters’ Pension Trust Fund, Board of Trustees Firefighters’ Pension Trust Fund, Division 2, Board of Trustees Police Retirement System, Community Redevelopment Agency, Planning & Zoning Board and Historic Resources Preservation Board.

Code of Ethics

All board members are required to comply with the Palm Beach County Commission on Ethics, Palm Beach County Code, Chapter 2, Article V, Division 8, sections 2-254 through 2-260.  As a board member, you are required to receive training on Palm Beach County Code of Ethics, within 30 days of appointment, and acknowledge that you have read and understand the Palm Beach County Code of Ethics Ordinance.
